52,140
Total instructional contact hours delivered by 328 trained volunteer tutors and 14 professional staff instructors across three sites and community outreach locations.
89%
NRS educational functioning level completion rate among learners enrolled for 60 or more instructional hours, exceeding the California state target of 72% and the national median of 68%.
412
GED or HiSET high school equivalency credentials earned by our learners, representing a 78% first-attempt pass rate. Successful candidates received transition counseling for postsecondary enrollment.
74%
Employment gain rate among learners in the workforce readiness track. Participants secured new employment, received promotions, or transitioned from part-time to full-time positions within six months of program completion.
1,240
Family literacy participants (parents and children combined). Children of participating parents demonstrated a 41% increase in home reading frequency and a 28% improvement on kindergarten readiness screeners.
Program-by-Program Outcome Breakdown
Each program track is independently evaluated using standardized pre- and post-testing with TABE 11/12 and CASAS assessments, supplemented by learner goal attainment tracking and follow-up employment and education surveys.

Growth & Longitudinal Impact
Over the past five program years (2021–2026), North County Literacy Foundation has experienced sustained growth across every key performance metric. Total learners served has increased from 2,180 in the 2021–2022 program year to 3,847 in 2025–2026, representing a cumulative 76% increase driven by the expansion of our ESL program in response to community demand, the launch of the family literacy initiative in 2022, and the opening of our Carlsbad Senior Center satellite site in 2024.
Instructional contact hours have grown from 31,400 to 52,140 over the same period, reflecting both increased enrollment and improved learner retention. Our average learner retention rate (defined as percentage of enrolled learners completing 60 or more instructional hours) has improved from 62% to 79%, a gain we attribute to the implementation of learner persistence coaching, transportation assistance vouchers funded by the United Way of San Diego County, and the introduction of Saturday tutoring sessions for working adults.
NRS educational functioning level completion rates have remained consistently above the California state target throughout the five-year period, ranging from 82% to our current 89%. Our GED pass rate has increased from 68% to 78% following the adoption of computer-adaptive practice testing and the addition of a dedicated math instructor in 2023. The cumulative number of GED and HiSET credentials earned over five years exceeds 1,640.
Community Economic Impact
The economic return on investment in adult literacy education is well-documented in the research literature. Using the methodology developed by the National Council for Workforce Education and the American Institute for Research, we estimate that the combined economic impact of NCLF's programs in the 2025–2026 program year was approximately $3.2 million. This calculation accounts for increased earnings among learners who gained employment or advanced in their careers ($1.8M), reduced public assistance utilization ($640K), decreased healthcare costs associated with improved health literacy ($420K), and the economic value of volunteer tutoring hours at the Independent Sector rate of $33.49 per hour ($340K).
For individual learners, the wage impact is significant. Our longitudinal follow-up surveys indicate that adult learners who complete at least one full NRS level gain experience a median annual earnings increase of $4,200 within eighteen months. Learners who earn a GED credential report a median earnings increase of $8,700 annually. These gains compound over a working lifetime, generating an estimated taxpayer return of $7.14 for every $1.00 invested in adult literacy education.
Donor Impact Translation
We believe donors deserve to understand exactly how their contributions translate into instructional outcomes. Based on our current cost-per-instructional-hour of $40.35 (inclusive of all program, administrative, and occupancy costs), here is what your investment provides:
- $25 covers the cost of instructional materials for one learner for one month, including photocopied worksheets, a leveled reader, and practice workbook pages.
- $50 funds one complete tutoring session (two hours of instruction plus tutor preparation time and learner assessment documentation).
- $100 funds one full week of instruction for a learner attending two sessions per week, including the cost of the learning center space, utilities, and program coordination.
- $250 funds one full month of instruction for a beginning-level learner attending three sessions per week, the intensity level recommended for optimal progress at the lowest NRS functioning levels.
- $1,000 funds one complete TABE assessment cycle (intake diagnostic, two formative progress checks, and annual summative assessment) for four adult learners.
- $5,000 fully sponsors one adult learner through an entire program year of instruction from intake through NRS level completion.
